Abstract:

This research mainly aims to investigate visibility, Web Impact Factor (WIF), and the collaboration rate of the WEBSITES of 36 Iranian Islamic Azad Universities which are comprehensive or located in centers of provinces. The current method applied in this type of research is the process of link analysis, which is a webometrics method. In this process, “in-links”, “self-links”, and “co-links” of the WEBSITES under study were summed and then cluster and multiple dimensional scaling were applied. To collect needed data Yahoo subject directory was utilized. The research findings indicated that WEBSITES of South Tehran with 2710 in-links, Karaj with 2560 in-links, and Tabriz with 1350 in-links were the most visited sites; the WEBSITES belonging to Khorram-Abad (10.34381) and Khorasgan (0.188561) made the most and the least revisited WIF, respectively; the WEBSITES belonging to Khorram-Abad (10.57303) and Khorasgan (0.212915) made the most and the least total WIF, respectively. It is notable that 10 WEBSITES were chosen as CORE WEBSITES. According to findings, it is necessary that website managers and designers outline plans for the improvement of the quality and content of their WEBSITES, recognizing the factors required by the website in order to attract links. Finally, some recommendations for the improvement of the WEBSITES, and some further research have been indicated.

Abstract:

Introduction: Considering the importance of library WEBSITES in the establishment of communication and provision of services for their users, it is crucial to include those features in these WEBSITES which can lead to increased dynamism and optimal communication. The present study aimed at comparing Metadata elements of Dublin CORE with those of the WEBSITES of Central Libraries of Medical Universities in Iran. Methods: In this descriptive Survey, 16 WEBSITES of the central libraries of medical universities in Iran were evaluated using Internet Explorer and Netscape browsers. The Metadata elements of the HTML pages of these WEBSITES were extracted from the Source tab of View menu and were inserted in a checklist. Results: All the WEBSITES under study were designed on the basis of the general Markup language rather than Dublin CORE Metadata elements. It was also found that web designers preferred to focus on the content of the source in the first place followed by its physical appearance and ownership of the ideas, consecutively.Discussion: Web designers of the central libraries of medical universities in Iran employ Meta tags more than specific Metadata such as those of Dublin CORE. Lack of significant difference between ranking of web pages used by Meta tags and general Metadata, confirmed in some studies, could be due to web designers’ reluctance to employ the elements of specific Metadata the equivalents of which are found in Dublin CORE.

Abstract:

Introduction: Recent progress in providing innovative solutions in the organization of electronic resources and research in this area shows the global trend in the use of new strategies such as metadata to facilitate descripting, locating, organizing, and searching resources in the web environment. In this context, library metadata standards are of great importance. Therefore, the purpose of the present study was to compare the central library WEBSITES of Iranian state universities in terms of HTML and Dublin CORE metadata elements usage in 2011.Methods: This was an applied–descriptive study. The data collection tool was the researcher constructed checklist. The statistical population included 98 WEBSITES of Iranian state universities of the Ministry of Health and Medical Education (MOHME), and the Ministry of Science, Research and Technology. The sampling method used was census. Data were collected by observing and referring directly to every website. Data analysis was performed by descriptive statistics, and the graphs were prepared by Excel software. Results: The findings of study indicated that none of the WEBSITES have used Dublin CORE metadata. Some of them have used corresponding elements of HTML and Dublin CORE. In the MOHME the corresponding elements of description and keywords (both 56%) were most used. In the Ministry of Science, Research and Technology the element of keywords (45%) and description (39%) were most used. However, HTML meta tag elements were mostly used in the library WEBSITES studied. The most-used elements of HTML were keywords and description (both 56%) and the least-used elements were date and formatter (0%).Conclusion: It seems we can expect both ministries to use Dublin CORE standard more in the future for designing these WEBSITES. As library’s WEBSITES are scientific web pages, special attention should be paid to designing them, in order to help researchers in accessing information resources faster and more accurately. Moreover, the role of librarians in the awareness of designers and developers of library WEBSITES in using metadata elements and applying their standards should not be overlooked.

Abstract:

University WEBSITES play an important role in disseminating educational and research information to universities. They are a vital port for accessing the universities' scientific information for researchers, faculty members, and students. The goal of this study was to compare evaluation methods such as Web Assessment Index (WAI), Web Quality Evaluation Method (WebQEM), and webometrics for evaluating Iranian state university WEBSITES. In this analytical survey, the data collection tools were checklists prepared by the Web QEM ,WAI, and webometrics. Descriptive statistics (mean and standard deviation) and analytic statistics (Spearman's rank-difference correlation coefficient) were used for data analysis. The results indicated that Iranian state university WEBSITES were in a good condition (mean=75.14) according to four main criteria in WebQEM, in a good condition (mean=69.52) according to five main criteria in WAI, and in a very good condition (mean=88) according to five main criteria in webometrics. Also, differences can be seen in ranking of university WEBSITES. Only Ferdowsi University of Mashhad was in first place in terms of the three assessment methods. The hypotheses assumed that there was a positive correlation between WebQEM, WAI, and webometrics. Using the results of this study could help university website designers to fix weaknesses in order to to reach an active participation in these WEBSITES.

Abstract:

The internet is an important tool to support the right to freedom of expression; through facilitating publication, search, and access to information, it has prepared the ground for the application of this fundamental right. Today, there is no doubt that the development of the Internet and the continued application of the new communication tool requires a developed and coherent legal system. In addition to supporting the fundamental freedoms of media, and avoiding possible abuses of this freedom, the expected legal system should be able to ensure cheap, sustainable and secure access to the media. This paper attempts to examine and study the most important issues of the legal system of news WEBSITES, including the regulations around such issues as establishment, monitoring, assessment, as well as blocking. The results of the study shows how despite the effective measure, the existing legal system for news WEBSITES is not efficient and cannot meet the current needs.
